Commissioned by Powerhouse and the Storefront for Art and Architecture, New York

In 2016 artists, designers, and architects were commissioned to suggest imaginary projects for the development of New York. The format to be used was the standardized "Work in Progress" sign posted by law at construction sites. These announcements are often the first information presented to a neighborhood about a new building being erected behind blank fencing. Rosier proposed the conversion into a community center, complete with library and underground swimming pool, of two huge, disused gas storage tanks in the formerly industrial neighborhood of Greenpoint—an ironic alternative to their actual fate. They were destroyed in 2001.
